What is a consumer file?

The consumer file, also known as the delivery file, is a digital or physical document that the contractor must provide to the client upon handover of new builds, renovations, or refurbishments. It demonstrates compliance with the construction agreement per article 7:758 BW and the Wkb. Key contents include drawings, calculations, material and installation descriptions, usage functions, and maintenance data.

Why is a consumer file important?

In the construction sector, particularly for tenders and procurement for government or private projects, the file ensures transparency and protects the client. It provides insight into quality, aids future maintenance and renovations, and strengthens the client's position in disputes. For contractors, it prevents discussions on compliance and is key for Wkb adherence from January 1, 2024.

How does a consumer file work?

The contractor compiles the file during the project and delivers it at handover. It differs from the quality guarder's file, which includes technical proof like photos. The consumer file focuses on private agreements and is 'dispositive law': deviations possible by contract, but recommended for ongoing projects.
